Utah updated the 'no passing on the right law' to have exclusions for both cyclists and vehicles. Now you can pass on the right.
HB324 clarifies that a bicycle may pass on the right by being off the roadway such as in the shoulder (but still not using a right turn lane), but it still must be done in a safe manner (so clear the intersection and driveways if passing stopped cars to your left). There are conditions to this.
This can only be done when you are overtaking a vehicle that is making a left turn or on a roadway with unobstructed pavement of sufficient width for two or more lines of vehicles moving lawfully in the direction being traveled by the overtaking vehicle.
The operator of a vehicle may overtake and pass another vehicle on the right only under conditions permitting the movement with safety
